Crawlability is whether a search engine's bot can reach a URL, and indexing is whether it decides to keep that URL in the searchable database. The two are separate steps, and a page can pass the first and fail the second — crawled but marked "Discovered – currently not indexed," or blocked by a stray robots.txt rule before a bot ever sees it. Crawling is when a search engine's bot fetches a URL and reads its content; indexing is when the search engine decides to store that page in its database so it can appear in results. They're separate steps — a page can be crawled but not indexed, or blocked from crawling entirely. Fixing rankings often means diagnosing which of the two steps is failing for a given page.
The most common causes are a noindex tag or robots.txt block left in place, the page being seen as duplicate or thin, no internal links pointing to it, or Google simply deciding it isn't worth indexing yet ("Discovered – currently not indexed"). We use the URL Inspection tool and Page Indexing report to find the exact reason for each page, then fix the underlying cause rather than guessing.

Crawl budget is the number of URLs Googlebot will crawl on your site in a given period. Small sites of a few hundred pages rarely need to worry about it, but large ecommerce, listing, or faceted sites can waste budget on parameter and filter URLs, leaving important pages under-crawled.
